So i was finally able to resolve the slowness issue.
It seemed to be related to instant commons.
all i had to do was set $wgUseInstantCommons = false;
this sped up my uploads exponentially.

Okay,
So it doesn't seem to be dependent upon the number of times the button is
clicked. it seems to be waiting for something to load.
firefox error console just keeps giving me this:
