This would require moving it to the other side of the flags, which would then appear between timestamp and page title. The advantage of this is that then there would be more to click on to toggle a block - arrow is kind of small (especially for Bug 44853, but even in general the blue one can be kind of annoying) and it's not like the timestamp is being used for anything else.
