For example in the message "abusefilter-disallowed" the short description of the rule can be used by $1. I want to have the number of the rule in $2. Reason: In w:de every user whose edit is blocked via abuse filter should be given a message containing a link to some individual (per rule) page, where false positives can be reported and other discussions about that rule can be read.
