I think [[Special:Protectedpages]] and [[Special:Protectedtitles]] should have
a summary (ie Make protectedpages-summary and protectedtitles-summary be not an
empty string by default)
I think it should say something like "This page lists pages that are currently
protected. For a list of titles which are protected from being created see
[[{{#special:ProtectedTitles}}]]" (And the opposite for
Special:ProtectedTitles)
