The "Time offset" user preference at
[[mw:Special:Preferences#mw-prefsection-datetime]] should be moved to the "User
profile" user preference tab. A user's time zone is closer to user profile
information such as gender and signature.
This is step one of two steps to killing the "Date and time" user preference
tab.
