I don't think so: we are not talking about interface here, but the warning
templates that are sent to users, these templates are different on wikimedia
projects and are maintained by local

Regarding huggle interface, I would happily move it to TWN, but I never
received any really friendly response from TWN staff regarding that.

Minimal set consist of:
at least 3 warning templates (can be only of 1 type, eg. uw-vandal1 uw-vandal2
etc)
2 block messages (temporary and indef - you were blocked, bla bla)
