Steps to Reproduce:
1. Open a long page in VisualEditor. Press Ctrl-+ several times, until the
toolbar is too wide to fit on a single line.
2. Press PgDn (the page down key).
Actual Results:
The wrong number of lines is moved, so that a couple of lines is never seen.
Reproducible: Didn't try
