I left this comment on I74725c01a2058be1151927661c22ce42a1463f91 (the breaking
commit in core):

This broke the tabindex on Special:MassMessage, which creates a form, with 3
fields, which have tabindex="1", ="2", and ="3". Now when I tab, it goes to the
first form field, then to the search box, then back to the other form fields.

Should I be changing MassMessage to fix this? Setting it's tabindex to start at
"2" fixes it, but it would be nice if there was a more future-proof solution
than that.
