This link is incorrect. It should be
https://wikitech.wikimedia.org/w/index.php?title=Special:NovaServiceGroup&action=managemembers&projectname=tools&servicegroupname=local-heritage&returnto=Special%3ANovaServiceGroup
(servicegroupname tools.heritage -> local-heritage)
I would change the text to one link "manage maintainers"
