Expected behavior: I should be able to hit Enter after completing a form, and
it submits.
Current error: with JavaScript off, hitting Enter sends the user to Search,
rather than submitting the form.
Steps to replicate:
1. Turn off JavaScript in your browser.
2. Visit
https://en.wikipedia.org/w/index.php?title=Special:UserLogin&type=signup or
another wiki
3. Complete the form, including the CAPTCHA
4. Hit enter/return
