Adding people to Wikidata is relatively straightforward. It starts with
people being in categories on Wikipedia. I had a look and I think this has
been done not to long ago for Mozambique. I have done such things in the
past as well.

Mozambique has been only used 320 times, the Ottoman Empire is included in the
dropdown.
