I still think it would be useful to be able to specify an ID for an entity
at creation time through the API, either as a Q/P/L/etc ID, or some
external ID. Looking forward to hearing from more folks!

It is already possible to export and import Wikibase items via the main
export and importing mechanism provided by MediaWiki. This process retains
the IDs. I have created a little guide at
https://wikibase.consulting/transferring-wikibase-data-between-wikis/. I
