As far as I can tell {{Identical}} is only to be used when the two messages are exactly the same string in English and have the same meaning. It looks like applying it wrongly to Form in the past actually exacerbated the problem. See

@thcipriani reports: tarrow: looking at the history of that repo it doesn't look like it was ever set to github afaict. Last time that config for that repo was modified on disk was 2016-10-07.

I'm happy to report I can repeat the problem; I guess the issue is something about the merge plugin not running until the first run after it is installed.
The solution seems to be to run composer install twice.

You can always add to the one generated from the template. This one is
hidden if you put a docker volume over it just like mounting over a file in
unix.
There's a few ways you can do it once the container is up or alternatively
you can mess about with the entrypointing

@Addshore mentioned that we should actually pin to Trusty in IRC. Why would that be the case? The explicit versions in the docker files refer to Xenial packages.
e.g. from wikibase/1.29/Dockerfile
unzip=6.0-20ubuntu1 is a Xenial package

After a little digging it seems that that search endpoint is locked down but the good news is that:

Would it be better to just get the service-dist.zip from archiva direct rather than using git-fat and the wikidata-query-deploy repo?
This would keep the images less dependent on what happens on production. It also would happily remove git-fat as a dependency.
