@Addshore mentioned that we should actually pin to Trusty in IRC. Why would that be the case? The explicit versions in the docker files refer to Xenial packages.

e.g. from wikibase/1.29/Dockerfile
unzip=6.0-20ubuntu1 is a Xenial package. See: https://launchpad.net/ubuntu/+source/unzip/6.0-20ubuntu1
