IMO, the task as written is resolved because there are no more CI failures coming from CentralNotice or WikibaseRepo. The trade-off is that we have zero test coverage of EventBus hooks <https://doc.wikimedia.org/cover-extensions/EventBus/EventBusHooks.php.html>, but that should be addressed in a new task. The extension has 33% test coverage overall, so it isn't like this cross-extension interaction is the only weak link. Resolving, please reopen if I was wrong.
