Addshore added a comment. It looks like the base image (php with apache) only exposes port 80 https://github.com/docker-library/php/blob/32313ea407379d70259e14414ec8aa0311c0a4c4/7.1/jessie/apache/Dockerfile#L245 So it looks like https & port 443 are not supported using just the wikibase image. ht
