JanZerebecki added a comment. Someone told me that they got the API tests working in mediawiki-vagrant by disabling all roles besides "wikidata", hacking /vagrant/settings.d/wikis/CommonSettings.php to call MWMultiVersion::initializeForMaintenance() instead of MWMultiVersion::initializeForWiki
