TASK DESCRIPTION

If the “format” constraint turns out to cause performance problems, there should be a a quick and obvious way to turn it off. (This is already possible in a convoluted way by setting $wgWBQualityConstraintsFormatConstraintId to something like the empty string, but that’s just a hack.)
