TASK DESCRIPTION

We would like to detect the browser language of users, so we can set the UI language to a language the user can understand.
At the moment it is always English.

As a user 
when I go to m.wikidata.org 
and I am not logged in
then the language of the user interface 
should be the same as the language of my browser/operating system.
