The UploadWizard bug in this case was that fields were being marked as 'required' even when they did not have the required property set to true. I've filed a bug at https://bugzilla.wikimedia.org/show_bug.cgi?id=53842 and proposed a patch to fix this at https://gerrit.wikimedia.org/r/#/c/83082/ N

The ID can be set as a required field for each upload campaign. This is currently not done for any country and could/should be discussed. Besides that there's a small bug, the field has a red * (asterix) indicating that it is required, even when it's not. Mvg, Bas From: kaeww...@gmail.com Date
