From the empirical, anecdotal evidence I have, low turnout (could be worst, but still not great) at my homewiki, the Wikipedia in Portuguese, was mostly due to lack of interest, part of it eventually caused by the belief that the way it was designed, the impact on the UCOC on the wiki would be
