I don't see this exception applying, as I don't see WMF (or the
community) agreeing to take down this sort of material, as it has not
in the past. I refer to the English Wikipedia article "Virgin Killer"
(a mid-1970s record album from German heavy metal band the Scorpion),
which has not been taken

You think that by opening the wiki up to users with autoconfirmed
email addresses, so that they might put themselves down as attending
an event, we are at risk of being "misrepresented" and "discredited"?

IF there's a general consensus that the law is overreaching and silly
AND we do decide to follow the letter of the law and remove content anyway
THEN I propose we set a date for the removal of content, and publish a
press release about why we're removing the content and how we feel
about silly laws
Is it possible for photographers to get an exception / permission? Is
it possible that some Commons photographers have done so?
Has the law ever actually been enacted in a court of law?
