You don't exactly need to be an admin to port gadgets.
Bring it up to Translatewiki.net and trust me, the community will be more
than happy to bring it out ion every possible language out there.

You are right about heavy template based gadgets. Twinkle can't adopt directly
on any wiki.
But see Reference Tooltips , Popups , Hotcat will work on every wikis. They are
very useful Gadgets.
So I am referring that type of low weight useful gadgets :)

Very often gadgets are not just JavaScript pages. They very often
depend on other templates and styles that exist in a wiki, and very
often reflect a policy or a common practice that is specific to a
given wiki, that does not necessarily fit another. For example, the
Twinkle gadget has useful tools

They have to copy paste the code and follow the steps. Just easy. You already
know more then me on that :)
