I would think that pywikibot (through Wikisource-bot or your own version) would be able to make the moves of Index and Page pretty easily. Wikisource-bot doesn't have move rights at Commons, however, that is not insurmountable, nor a pre-requisite. As Ankry said, the other issue is if you have
