The format of captured frames is 802.3 ethernet2 with
winpcap in my wireless NIC.
I guess this is because underlying mini port NDIS
drivers do conversion between 802.11a/b and 802.3 ?!

No, as far as I know. In every case WinPcap has nothing to do with raw
sockets, so the fact that the second work doesn't imply that the first will
work as well.
