I have an app that uses winpcap 3.0 and about 20,000 people who have
installed it over the last few weeks. I've gotten a handful of users
who have reported an error indicating winpcap isn't finding any devices
to open on their system.
I've tried to track down what the issue is with several users

Find the ARP RFC and see that pcap.h you have all of structs;

Can someone explain me how I can decode the ARP traffic on my network ?
I have been able to configure my nic to snif ARP traffic, but I don't know
how to decode the traffic & read the contents...

First you have to know remote machine's adaptername.
and you set adpatername as follow(example)
rpca://[192.168.10.2]/\Device\NPF_{DA1276CF-7FE4=4C0F-8EE1-0EC96DFC6E96}
while \Device.. is remote machine's adpatername.
