Just a follow up...

I found a network adapter that supports jumbo packets.  pcap_sendpacket() can 
successfully send jumbo packets to it...so I'm good to go.  But there appears to be a 
bug in the method none-the-less.

As I mentioned before, if you attempt to send a packet larger than the allowed frame 
size of the adapter, it puts the object in a bad state.  No further packets may be 
sent (pcap_sendpacket returns an error), and a BSOD may result.  The changelog says 
that this bug was fixed in 3.1b2, but I'm running 3.1b3.

Also, the same thing occurs when sending a packet of length zero.
