I guess my email to one of the USDA ARRA Economists last night got some attention. I had discovered an error in what they were reporting as rural areas. They had not followed the NOFA rules and included the urbanized area boundary files around cites that had a population of over 50,000. Here is a note on their web site as of today: The "BIP Map of Non-Rural Areas" has been removed until further notice, as some of the non-rural areas were incorrectly represented. Please refer to the definition in the NOFA for which areas should be considered "rural areas". We apologize for the inconvenience while we make critical enhancements to the map.
