I think it should be 28 days, regardless of the size.

My girlfriend does concrete for a living.
If you are in freezing temps, 28 days. If you are above freezing, 14 days.
For a standard 4000psi mix.

Under normal conditions is a key phrase. Colder takes longer. Drier
takes longer, if it ever sets up. Also
