Do they want to be able to actually disect packet contents or just
connection information? If they don't need contents than anything
that stores netflow data will work

basically just want to be Big Brother on their network (and it's a
government agency, so they can).
For the more technical people, the best packet tracking program I have
ever seen is IpAudit. We have run it on our own

stores netflow data will work on the gathering side and your border
router should support netflow.
