We added Project staff to get our 1400 APs up and running as a single
system but only added a single Network Analyst for operational support.
We likely have another FTE equivalent in various groups (RADIUS,
networking etc).
A considerable amount of effort was taken to make sure the system were

I would base my index on Number of staff/Wireless Usage
Wireless Usage being a function of you number of AP, your number of users
and each user's activity (if you are a big laptop school it gets worse!)
If professors have big Wireless plans, be prepared, they want it up
all the time.
