I was able to reproduce the recovery of wireshark after about 4 mins. It was
able to finally display the live capture \ filter of SMPP packets.

I am doing another test now. I observed earlier today that if I did not kill
the capture but left it for a period of time it came good.
This if I can reproduce that may tell you a bit more.

I ran the test and reproduced the issue. I killed the wireshark task through
task manager.
I opened wireshark and opened the saved pcapng file which I defined in the
options output tab.
