A small enhancement related primarily to the Wireshark GUI: present the Mobile
Country Codes (MCC) prior to the Mobile Network Codes (MNC) Wireshark-wide.
One uses the MCC to look up the MNC, so it makes sense to have the MCC
presented first then the MNC (big to small).
This change pertains to packet-e212.c primarily, but also pertains to those
dissectors where 3GPP realm strings exist (i.e., NAI Realms or Domain Names).
packet-ieee80211.c and packet-eap.c include realm strings, but I am unaware
where else they might exist.
