If you notice this for a particular product, that product may have a
dependency on the JRE. But in general, no, Microsoft Windows Installer
does not depend on the Sun Java Runtime Environment.

JRE = Java Runtime Environment?
No, MSI does not require this, but the application being installed
with that MSi may have required it.

I noticed when I initially tested MSI on a machine I was asked to install a
JRE . I have not experienced this since and am wondering if there is any
chance that the installer is dependent on a Jave runtme environment..please
clarify.
