I reverted back to 3.6 and I still see this issue, so it's nothing to so with
the wix version.

This does not seem to happen with Wix 3.6 only 3.7

So when the install completes I have two windows, one says close and the
other has "repair", uninstall" and "close"
This does not happen on Vista, Win7 or 8
