On one of our Vista test boxes I am getting a very slow install

[0640:0B60][2013-03-25T11:40:34]e000: Error 0x8007006e: Failed to load
version check XML document.
I
brought the computer up-to-date (after installing about 100+ updates) that
error went away.

Usually indicates that Windows Update is busy or unhappy on that machine.
If the problem persists check out Windows Update and see that it is
