I've figured it out. There seems to be a limit to the number of pixels that can be displayed. They are painted to the left of the text near the top of the setup dialog. Any pixels that go past the edge of the area where the text goes are clipped.
I just tried a 32x32 logo file and that showed up. My logo file is much wider than that, and the left-most section of it is all white, with the actual graphics near the right hand end of the bitmap. So I couldn't tell that it was displaying the white portion and clipping the non-white portion, making it look like it was doing nothing. The maximum bitmap size appears to be 64x64. It would be nice if the text to the right was painted with a transparent background so that the graphic could be displayed beneath it, but I'm just happy at this point to have figured out what the problem was.
