The root of my problem was the msi version installed on the user's machine,
because, my installer is using Registry Value to maintain the port no and
the mechanism is not working correctly with msi 3.1 version,
so I updated to msi 4.5 and now it is working.

This customer may not have a Default Web Site on their system. Also, it also
never hurts to get a Windows Installer log to confirm the port number is
correct, etc.
