You can see the correct shown font is set by bootstrapper (here is installshield), and the msi built-in text has another font. -- View this message in context:

I'm sorry I was probably out of place. The issue is that the setup is expecting a particular code page which is not available at the time it was run. This is what happens when a dialog translated for Japanese (or a Near Eastern language) is run on a PC that does not have Near Eastern language
