I'm not sure why CX_Freeze has not done this for us; is there a
licensing issue that would prevent us from including MSVCR100.dll in the
distribution package, as needed?

I dont know why it's not including it either.
The redist DLL's are designed to be resent with packages, so no Lic
issues there. If he would have installed say QT5 or Python3.x it would
have put the DLL's the system32 folder already.
