I concur with Hansi's comments.
On my RPi running buster 2.3.0-rc1 does indeed seem to work, on receive at
least, with some bugs (related to unmet dependencies?) It worked on
transmit for a while but now does not emit the correct tones to be decoded.
Both what are described as the Ubuntu 18.04
