I reproduced the issue you mention here ... and after clicking a bunch of
things "it worked"!
But I may have been just engaging in superstitious behavior (driven by
trial and error),
so we'll see if you get similar results. And then you can open a bug :)

I would tend to agree that if you are going to do this by hand, the old way
of unzipping the distros to create a target is going to be hard to beat. The
p2 way is more flexible, but that certainly doesn't make it easier. Plus you
really don't want to install stuff via target platform UI every time
I completely forgot to mention during status meeting yesterday ...
I think we should skip the usual weekly status call on Thursday, 3/25,
since several of us will be at EclipseCon.
