WTP added support for site.xml-less sites and improve the overall
experience around
seeing the list of downloadable servers inside the server list, but...

It seems we are now forcing everyone that used the server wizard to get
a intermix
of enabled and disabled sites added to p2 update sites.
Can that please be fixed since it slows down check for updates and
intermixes
sites that refer to mix of eclipse release trains.
