To me, your description sounds like you're using X2Go to mirror the
local display. I'm not quite sure if that is supposed to work with no
one logged in; my guess is that the behavior you are seeing should be
considered "works as designed".

X2Go local desktop mirroring is designed to work with logged-in local sessions only.
