I think I am also seeing something similiar. I have an app that I
wrote that connects to the Xastir port and parses out the incoming APRS. If
I disconnect that, very often I will see the same symptom where I can't
reconnect until I restart Xastir. Like you it also started at some point

Linux on this box in probably a year other than Xastir thru the versions.
