It turns out that I had installed the perl-Digest-SHA RPM (Digest::SHA) not
perl-Digest-SHA1 (Digest::SHA1). Once I installed the latter the rpower command
worked as expected.

FYI. There is a site table attribute called: dhcpsetup, if it is set to
'n', then it will skip the dhcp setup process for the node in the nodeset
cmd. You can shut down the dhcpd and set site.dhcpsetup to 'n'.
