This is CentOS 7 for both the mgmt node and compute nodes, and yes this is
for an older version.
I saw those docs as well and there is no difference I am seeing in the
commands other than also adding nicaliases which I do not need to do as I
am not hosting DNS on the mgmt node.

Alright there's some gotchas.
* pkgdir can only in fact be used for packages available from the distro itself
(copycds); perhaps updates would be viable?
* I've changed to a scheme like Brian has said: otherpkgs, but it's still
confusing.
