Hi Sascha,
you can use both files in parallel and you don't have to configure
them explicitly. The FlarmNet file is read-only and that is the reason
why we have an additional file where you can store competition signs
while actually flying.

That's xcsoar-flarm.txt, and it is edited by XCSoar. The file format
is not officially documented.
