Ok, i've found a solution so far. You need to include all of them,
xdoclet-web-module, xdoclet-apache-module and *xdoclet-ejb-module* or
the struts-config.xml generation would not work. I'm wondering though
why I have to include the ejb-module while calling xdoclet:webdoclet.
