It turned out libxl does not configure qemu correctly at runtime:
libxl__build_device_model_args_new() uses 'qemu -machine xenfv', perhaps with

Looks like hw/i386/pc_piix.c:xenfv_machine_options must set
m->smbus_no_migration_support to true.
